Sailing Instructions
1.
RULES:
1.1 The series will be governed by the 2001 - 2004 Racing Rules of Sailing (RRS), the Prescriptions and Special Regulations of the Australian Yachting Federation (AYF), the Notice-of-Race and by the Sailing Instructions.
1.2 The number of crew on any yacht shall be two only.
1.3 For all Offshore Divisions (Division 1 &
Division 2) harnesses shall be worn by both members of the crew and clipped
on when on deck.
2.
ALTERATIONS OF RACING RULES:
The racing rules will be modified in accordance with RRS 86 as follows:
2.1 RRS 52 manual power, is altered to allow the use of electronic steering devices only. This includes wind powered devices.
2.2 RRS 51 MOVING BALLAST, is deleted.
3.
ELIGIBILITY AND ENTRY:
3.1 The series is open to all yachts owned by and entered by a yacht or sailing club recognised by its national authority or a member thereof. Yachts in Divisions One and Two must hold a current AYF Special Regulations Category 4 Certificate and yachts shall also carry a HF 4483 Khz and/or VHF channel 73 radio. Yachts in Division Three and Four must hold a current AYF Special Regulations Category 7 Certificate.
4.
DIVISIONS:
4.1 There shall be four (4) Divisions:-
Division One - Spinnaker Offshore
Division Two - Non-Spinnaker Offshore
Division Three - Spinnaker Inshore
Division Four - Inshore Non-Spinnaker
4.2 There shall a minimum of five boats to constitute a Division. If there are less than five boats the Race Committee may abandon a Division or direct yachts to sail in another division.
5.
CHANGES TO SAILING INSTRUCTIONS:
5.1 Any changes to the Sailing Instructions, will be posted on the Official Noticeboard prior to 0830 Hours on the day of the race effected. Code Flag "L" will be flown from the RPAYC's flagstaff to denote any notices to competitors posted on the Official Noticeboard. Code Flag "L" will also be displayed on the Race Committee vessel prior to the first race to which the amendment applies. Copies of the amendment will be available to all competitors prior to the start of that race.

7.
COURSES:
7.1 The courses to sail will be decided on each race day and will be either:
Course 1
START - TGL - FINISH (all marks to port) 22.3 nm approx
Course 2
START - 2PT - FINISH (all marks to port) 20 nm approx
Course 3
START - LR - FINISH (all marks to port) 21.25 nm approx
Course 4
START - BGN - FINISH (all marks to port) 18.8 nm approx
Course 5
START - JH (Juno Head) - SP (Stokes Point) - JH (Juno Head) - FINISH (all marks to port) 16.3 nm approx
Course 6

7.2 When Course 1 is signalled from the Committee Vessel, Division One will sail Course1 and Division 2 will sail Course 2.
7.3 When Course 3 is signalled from the Committee Vessel, Division One will sail Course 3 and Division 2 will sail Course 4.
8.
MARKS:
8.1 All marks except SP (Stokes Point), TP(Taylors Point), RP(Rocky Point), JH (Juno Head) and LI(Lion Island) will be laid orange inflatable marks. A full description of marks is given in Sailing Instruction 8.2
8.2 Mark Locations
The Latitudes, Longitudes, Distances, Compass Bearings shown herein, are intended to assist the competitors locate various rounding marks, and shall be regarded as approximate only. All Compass bearings are magnetic.
TGL Terrigal. Chart ref. Aus. 204. Lat. 33o 29.60', Long. 151o 29.2'. The rounding mark will be located 9.5 n.m. bearing 045o magnetic from the Barrenjoey Lighthouse. It will also be on a bearing of 303o magnetic to the Water Tank at Terrigal.
LR Long Reef. Chart ref. Aus. 197., Lat. 33o 43.5' South, Long. 151o 21.2' East, 8.8 n.m. South South-East of Barrenjoey Headland.
JH Juno Head. A fixed mark positioned approx. 100 metres north east of Juno Head.
SP Stokes Point. A Waterways mark situated approx. 200 metres north west of Stokes Point.
LI The summit of Lion Island. Situated between West Head and Box Head.
RP Rocky Point. Yellow conical Waterways mark situated between Rocky Point and Woody Point.
TP Taylors Point. Yellow conical Waterways mark situated north of Taylors Point.
2PT Two Points Lat. 330 30.80' south Long. 1510 27.62' east
BGN Bungan Head Lat 330 41.30' south Long. 1510 21.20' east
9.
STARTING LINE:
9.1 The Starting Line will be between the flag mast of the Committee Vessel and the Palm Beach Maritime Pile.
10.
STARTING PROCEDURE:
10.1 Races will be started as per RRS 26 in the order of:-
Division 4
Division 3
Division 1 & 2
11.
RECALLS:
11.1 Individual Recalls will be in accordance with RRS 29.2
11.2 General Recalls will be in accordance with RRS 29.3
11.3 Yachts may be notified of recalls by radio on VHF Channel 73
12.
FINISHING LINE:
12.1 The Finishing Line will be a transit from the Palm Beach Maritime Pile to the Lift Tower on the roof of the "Commodore" home units, crossing from the direction of the last mark of the course to the west of the Palm Beach Pile. The "Commodore" home units is the largest building on the South-Western side of Palm Beach Heights. The finish line bears 2700 magnetic from the Palm Beach Maritime Pile. Competitors shall record their own finishing time. Declaration Forms shall be lodged prior to 1730 Hours on the day of the race.
13.
SHORTENED COURSES:
13.1 The course may be shortened in accordance with RRS 32 or by affixing International Code Flag "S" to a rounding mark which will indicate that all further marks of the course are deleted and yachts shall round that mark and proceed directly to the finish line.
13.2 Verbal instructions on shortening course may given at the compulsory Radio Schedule. Failure to receive verbal instructions will not be grounds for request for redress from the Race Committee.
14.
TIME LIMIT:
14.1 The time limit shall be 1600 hrs. Yachts failing to finish within the time limit will be scored Did Not Finish (DNF).
15. PROTESTS:
15.1 Protests shall be written on forms available from the RPAYC Yachting Office and lodged there not later than 1200 hrs on the day after the race finishes.
16.
SCORING:
16.1 The Low Point Scoring System RRS Appendix A will apply with 5 races scheduled of which 1 race shall be completed to constitute a series. Each yacht shall be scored after applying an arbitrary Time Correction Factor (TCF) to her elapsed time.
17.
REPORTING:
17.1 Yachts in Division One and Two shall make radio contact with Race Control ("Alfreds I" 0428 276 409 or "Alfreds II" 0428 465 419) or the Royal Prince Alfred Yacht Club upon completion or retirement from the race. Each yacht shall report their sail number and finishing time by radio.
17.2 Yachts in Division Three and Four yachts shall report their finish time to Race Control as soon as possible after finishing or retiring. ("Alfreds I" 0428 276 409 or "Alfreds II" 0428 465 419)
17.3 All yachts shall be required to lodge a completed Declaration Form.
18.
RADIO SCHEDULES:
18.1 Yachts in Division One and Two are required to radio the Race Committee Vessel prior to the Warning Signal on either HF 4483 kHz or VHF Channel 73. A yacht shall radio the Race Committee Vessel on rounding the seaward mark on HF 4483 kHz, or VHF 73. Yachts who have not rounded the seaward mark by 1315 hrs will call the Race Committee Vessel and report her position. Failure to report may be cause for disqualification.
19. DECLARATION FORM:
19.1 Attached to the Sailing Instructions is a Declaration Form. All yachts that start are required to lodge a completed Declaration Form at the office of the RPAYC by 1730 Hours on the day of the race. Failure to do so will score the yacht a Did Not Finish (D.N.F.) unless the Race Committee decides otherwise.
20.
ATTENTION:
20.1 All those taking part, do so at their own risk and responsibility. The RPAYC is not responsible for the seaworthiness of a yacht whose entry is accepted or the sufficiency or adequacy of its equipment. The Club reserves the right to refuse an entry. Attention is drawn to RRS 4 "Decision To Race" which states :- "The responsibility for a boat’s decision to participate in a race or to continue racing is hers alone”
21.
PRIZEGIVING:
21.1 After each race a provisional prizegiving will be held in the Halyards as soon as practical after the finish of the race on each race day. Prizes will be awarded to the 1st, 2nd and 3rd yacht based upon an arbitrary handicapping system.
21.2 There will be Series Prize-Giving held in conjunction with the End-of-Series Dinner on Thursday 19th September at RPAYC.
