Note: This
race is race four of the 2002 Open series. Results for the race will be calculated
under handicap/divisions as advised in the Notice of Race. Results will also
count towards the SSAA Champion Award.
1.1 This race will be governed by the:
1.1.1
The rules as defined
in the 2001-2004 Racing Rules of Sailing (RRS) of the International Sailing
Federation (ISAF),
1.1.2
The SSAA Special
Regulations,
1.1.3
The International
regulations for Preventing Collisions at Sea, when applicable,
1.1.4
The Notice of Race
and as modified by these Sailing Instructions.
1.2 Specific
attention is drawn to RRS Fundamental Rule 4, which states:
A boat is solely responsible for deciding
whether or not to start or to continue racing.
1.3 No
means of propulsion may be used other than the force of the wind on sails
and/or the manpower of the crew. No form of powered handling device may be
used when the yacht is underway, regardless of the source of power, other
than:
1.3.1
electrical/hydraulic or wind powered self steering systems,
1.3.2
hydraulically operated mast jacks, stays and vangs,
1.3.3
pumps to fill, transfer and exhaust water ballast.
1.4 Radar
and electronic charting/navigation systems are allowed. Canting keels and
rotating masts are permitted, canting masts are not.
1.5 The crew is limited to two people. All crew shall be
a minimum of 18 years of age as of the day of the race.
1.6 Competitors must carry out a radio check with the designated
radio vessel on VHF 16 / 73 within the hour prior to the start, with both
the fitted, and handheld VHF radios. Any yacht which fails to communicate
to the satisfaction of the designated radio vessel will not be considered
as starting in the race. Further radio sked/details will be provided
at the race briefing
1.7 The competitors have no right to expect or demand that
rescue operations or other assistance be extended to them during any race.
1.8 The SSAA burgee must be flying at all times while racing,
and whilst at DAlbora Marina.
1.9 Competitors seen dumping rubbish overboard shall be disqualified
As stipulated in the Notice of Race.
3.1 Eligible yachts may be entered by lodging the Entry Form
with the SSAA by midday 3rd June 2002.
3.2 Eligible competitors shall be single or multihulled yachts
of 6.5 metres - 60 LOA, with a crew of 2 people.
3.3 One of the crew must be a member of the SSAA for series
entry, casual entry from non-members will be accepted.
3.4 All crew members must be over 18 years of age.
3.5 All crew members must be competent in the practice of
ocean navigation and competent to take over complete charge of the yacht in
an emergency.
3.6 The crew must have supplied:

A current SSAA/AYF
Category 3 Safety Certificate,
3.6.2
A SSAA Self Check
Safety form filled out,
3.6.3
Evidence of AYF
Liferaft Certification,
3.6.4
A summary of previous
yachting experience of both crew members together with supporting evidence
in each case,
3.6.5
a clear beam-on
photograph of the entered vessel.
A briefing will be held at Middle Harbour
Yacht Club, Spit Road Mosman, on Thursday evening 6th June upstairs
in the Old Clubhouse in the at 7pm. At least one person from each crew must
attend. Information supplied at the briefing will form part of the Sailing
Instructions. After the briefing any change in Sailing Instructions will be
notified by the designated radio vessel as part of the routine position reporting.
5.1 The
race is expected to start at 20:00 for monohulls and at 20:15 for multihulls,
on Friday 7th June 2002. The start may be postponed at the discretion
of the Race Committee.
5.2
The Start Line
will be in Pittwater. The shallow water marker at Observation Point(Fl.R.3s
1M) (approx. 33°35.7S 151Ί18.7E) shall
form the eastern extremity and the flagstaff of the Committee Vessel shall
form the western extremity of the line.
5.3
The Committee Vessel
will be flying the S.S.A.A. burgee. All yachts intending to start must pass
close to the Committee Vessel so that they can report in and the Committee
will recognise them as starters.
5.4

Starting Signal - Both
flags lowered.
The warning, preparatory
and starting signals shall be at five minute intervals. No protests regarding
the timing of the signals shall be allowed, the starting signal shall determine
the start time of the race. In the case of a postponement the warning signal
will be made one minute after the answering pennant is lowered. The visual
signals may be accompanied by a sound signal but the timing of the visual
signals shall be the timing of the signals.
5.5 Race Time for the entire race, including starting and
finishing will be coordinated with Eastern Standard Time - telephone 1194,
or from a GPS receiver.
5.6 Any yacht over the start line after the preparatory signal
must go around the start-boat end of the line to start.
5.7 All yachts using their motor for propulsion after the
preparatory signal must do a 360 degree turn, under sail, before starting.
The Course is from the start line in Broken Bay to the
finish line at Port Stephens.
7.1
A yacht will be
deemed to have finished when it crosses, from east to west, the transit of
the western tip of Boondelbah Island and Point Stephens Light (Fl (4) 30s
38m 17M)
7.2
Competitors must
take their own finishing time and record it on the Declaration Form attached.
7.3
All competitors
shall complete the attached Declaration Form in full detail and deliver it
to the SSAA Race Committee within 8 hours of finishing. Failure to do so will
incur a time penalty.
7.4
In the event of
a close finish, please include an estimate of the time difference involved
in your finishing report.
Detailed Radio Instructions will be provided at the race
briefing.
Yachts involved in an infringement of a Right-of-Way rule may do a 720
degree turn and proceed in the race but the committee reserves the right to
impose additional time penalties or disqualification for rule infringements.
If a yacht retires or abandons the Race, the skipper
shall be responsible for notifying the designated radio vessel at the earliest
possible time.
11.1 No individual recall signals will be made.
11.2 Should any yacht start prematurely, Code Flag Numeral
Pennant One will be re- hoisted and
remain up until all prematurely starting yachts have re-crossed the Starting
Line and started correctly, or for ten minutes maximum.
Protests will be heard, and will be treated with concern.
All protests must be made in accordance with IYRU rules
68 and 69 and delivered to the SSAA Race Committee within 8 hours of the protesting
yachts finishing time with $50.00 as a protest fee.
Will be calculated as soon as possible at
the completion of the race and handed to competitors and posted on the web
site. Prizes will be awarded for 1st over the line and 1st,
2nd and 3rd on the SSAA handicap system. Prizes will
be awarded at the Sunday luncheon at Wandin Valley Vineyard.

effort and that at no time during the race was there an infringement of the
Rules of the Race by the Crew or Yacht.

Instructions, including failing to complete a radio sched, then a full explanation
of time, place, conditions and reasons will be shown overleaf or accompanied
by a further letter of explanation.)
