Appendix A Race Declaration Form
1.1 This race
will be governed by the:
1.1.1
The rules as defined
in the 2001-2004 Racing Rules of Sailing (RRS) of the International Sailing
Federation (ISAF);
1.1.2
The SSAA Special
Regulations;
1.1.3
The International
Regulations for Preventing Collisions at Sea, from official sunset to sunrise;
1.1.4
The Notice of Race
and as modified by these Sailing Instructions.
1.2 Acceptance of a yacht as a starter in this race is not to be taken as express or implied acceptance on the part of the SSAA and/or any of its Flag Officers, Committee, Safety Auditors or any other members, of the fitness of any yacht or any equipment on any yacht to safely compete in the race and/or deal with any and all eventualities of the passage. It is the responsibility of each skipper and crew to decide whether their yacht (and particularly its liferaft, safety harnesses and life buoys) are fir for their intended purpose. Specific attention is drawn to RRS Fundamental Rule 4, which states:
A boat is solely
responsible for deciding whether or not to start or to continue racing.
1.3
Advertising is
permitted as per the Notice of Race;
1.4
Competitors seen
dumping rubbish overboard shall be disqualified;
1.5
Both crew shall
have completed and signed the indemnity form;
1.6
It is mandatory
that competitors fly the SSAA burgee to the start line and for 1 hour after
the start, as well as 1 hour prior to crossing the finish line and whilst
berthed at Auckland.
As specified in the NoR.
3.1
A briefing will
be held at Middle Harbour Yacht Club on Wednesday 24th April in
the Quarterdeck Room at 7pm. Attendance by both crew is mandatory.
3.2
Any changes in
the Sailing Instructions after the briefing will be notified to all yachts
by the Committee vessel prior to the start of the event.
4.1
The race will start
at 1200 hours AEST, on Saturday 27th April 2002. The start may
be postponed at the discretion of the Race Committee.
4.2
The Start Line
will be in Watsons Bay. The Eastern Channel Light (Wedding Cake) will mark
the western end of the line, and the mast of the Committee Vessel will mark
the eastern end.
4.3
The Committee Vessel
will be flying the SSAA burgee. All yachts intending to start must pass close
to the Committee Vessel so that they can report in and the Committee will
recognise them as starters.
4.4
A distance mark
may be set at the Committee Vessel end of the start line. No boat is to pass
between this mark and the Committee Vessel.
4.5
Starting Signals:
Postponement Signal - Answering Pennant.
Postponement to a later day - Answering Pennant over Code Flag A.

No protests regarding the timing of the signals shall be allowed, the
starting signal shall determine the start time of the race. In the case of
a postponement the warning signal will be made one minute after the answering
pennant is lowered. The visual signals may be accompanied by a sound signal
but the timing of the visual signals shall be the timing of the signals.
4.6 Race Time for the entire race, including starting and
finishing will be coordinated with Australian Eastern Standard Time - telephone
1194.
4.7 All yachts must be behind the starting line and its extensions
5 minutes before the start. Any yacht over the start line after the preparatory
signal must go around the start-boat end of the line to start.
4.8 All yachts using their motor for propulsion after the
preparatory signal must do a 360-degree turn, under sail, before starting.
4.9 There will be no general recalls. In the event of a premature
start, Code Flag X will be displayed until all yachts have started correctly,
or for a maximum of 20 minutes. The signal may be accompanied by a sound signal,
and premature starters may be informed on VHF Channel 73.
4.10 All competing yachts shall keep clear of commercial shipping
on the harbour, keeping a proper lookout at all times.
5.1 The
Course is from the start line in Port Jackson to the finish line in Rangitoto
Channel in Auckland.
5.2 The
distance is approximately 1260 nautical miles
5.3 There
is no time limit.
6.1
The Finish Line
will be between the southern edge of North Head (36° 49.8 S, 174° 48.7 E) and the front light beacon of the Rangitoto
Channel leading lights (Fl(2) 4s 10m 14M approximate position 36° 49.45S, 174° 50.5 E)
6.2
Competitors must
take their own finishing time and record it on the Declaration Form attached.
6.3
After finishing
yachts are required to sign the attached Declaration form, declaring that
they sailed the race in accordance with all published rules, or if any have
been broken, to give a full account of the circumstances and lodge with the
Race Committee. A yacht that fails to lodge a declaration within 12 hours
of finishing will be disqualified.
Detailed Radio Instructions will be provided at the race
briefing, and form part of these Sailing Instructions.
Yachts involved in an infringement of a Right-of-Way
rule may do a 720-degree turn and proceed in the race but the committee reserves
the right to impose additional time penalties or disqualification for rule
infringements.
If a yacht retires or abandons the Race, the skipper
shall be responsible for notifying Penta Comstat as per the Radio Instructions,
and state the name of the yacht, its position, reason for retirement, destination
and estimated time of arrival.
10.1
In addition to
the Fundamental Rule A, it is absolutely mandatory that competitors render
assistance to persons or vessels in peril wherever possible. The Race Committee
will assess claims for redress under this item with due consideration.
10.2
Should a yacht
fail to render assistance under the circumstances described, the offending
vessel will be protested by the Race Committee and in the event of the protest
being upheld the offending vessel will be disqualified from this event.
Protests will be heard, and will be treated with concern.
All protests must be made in accordance with IYRU rules
68 and 69 and delivered to the SSAA Race Committee within 8 hours of the protesting
yachts finishing time with $50.00 as a protest fee.
12.1
Prizes and trophies
will be presented at the RNZYS during a dinner on either the 9th
or 10th of May, depending on the time of arrival of participants;
12.2
Plaques will be
presented to all yachts that start in the event.

Appendix A
has
completed the Tranz-Tasman Double Handed Yacht Race, completing the course
as specified in the Sailing Instructions.
The
Finishing Time was ____________on the ______of ___________ 2002.
We
also declare that the Yacht and Crew attempted to win only by fair sailing
and individual effort and that at no time during the race was there an infringement
of the Rules of the Race by the Crew or Yacht.
(Should
any incident have occurred which may contravene the Race Rules or Sailing
Instructions, including failing to complete a radio sched, then a full explanation
of time, place, conditions and reasons will be shown overleaf or accompanied
by a further letter of explanation.)
We further declare that we are aware of the requirements and limitations
of Outside Assistance as per the Notice of Race clause 8 and will not/have
not receive/d such assistance.
